City granted funding to rehabilitate Sandy Creek sewer

Jul. 29—HENDERSON — Gov. Roy Cooper announced Wednesday that Henderson was awarded American Rescue Plan Act funding to the tune of $5 million to pay for a a rehabilitation of the sewer line in the Sandy Creek basin.

The find and fix project is, as one might guess, a project that seeks to find a problem and fix it. Kerr Lake Regional Water System Director Christy Lipscomb said the basin has been experiencing "inflow/infiltration" issues that have caused "problems with overflow," particularly during periods of heavy rain.

WK Dickson & Co,, the consulting firm in charge of the Sandy Creek project, is still determining the scope of work. The project should commence "sometime this fall," Lipscomb said.

City Manager Terrell Blackmon said city officials were "excited to receive" the money from the N.C. Department of Environmental Quality.

"This funding will help supplement the $2.5 million, zero% interest loan awarded to the city from DEQ a year ago and gives us a total of $7.5 million dollars to address infiltration and inflow issues," Blackmon said.

Henderson will also receive two grants totaling $400,000 to some planning work for future water and sewage projects.

"We look forward to utilizing these dollars to improve the city's water and wastewater infrastructure," Blackmon said.

Granville County was awarded about $9.5 million to fund sewer system improvements and $150,000 for South Granville Water and Sewer Authority.

Warren County will also receive funding — $189,500 for a regional elevated storage tank planning grant, $155,500 for the Pleasant Hill Pump Station replacement and $400,000 in planning money for the Eatons Ferry sewer extension.

State Rep. Terry Garrison, D-Vance, said "the funding is going to be a great help" to all three counties.

"I am happy to see this critical funding come from the Department of Environmental Quality," Garrison said in a press release on Friday. "Clean water is essential for every North Carolinian. This money is going to help our communities ensure that everyone has access to clean, safe water."
